BQnet
(Updated 03/26/13) BQnet - Bargaining Qualification Standards on the Intranet - is the Postal Service's electronic database of bargaining unit qualification standards which replaced the hardcopy version of the EL-303 — “Qualification Standards - Bargaining Unit Positions."
In settlement of grievance H0C-NA-C 19011 [pdf] , the Postal Service agreed to provide the APWU with an exact electronic copy of BQnet for posting by the APWU. The settlement further requires the Postal Service to provide an updated copy of BQnet to the union twice a year.
The latest version of BQnet includes Position Descriptions as well as Qualification Standards. When visitors click on a job title, they will be directed to to the Qualification Standards. At the top left of the Qualification Standards, there is a link to the Position Description.

Note: A March 30, 2012 Memorandum of Understanding made all Maintenance Craft PSE position descriptions except the Level 4 Custodian PSE obsolete.
A national-level dispute is pending on both the creation and makeup of all remaining PSE position descriptions, including the improper pay level of the Level 4 Post Office Clerk PSE position description that is currently in use in many small post offices.
