
Job Consolidations
On Oct. 18, 1993, the APWU and USPS reached agreement to consolidate several maintenance occupational groups; upgrade several occupational groups; and create three new Standard Position Descriptions. The agreement, titled Maintenance Position/Job Description Consolidation/ Elimination [PDF], satisfied one of the longest-standing convention resolutions in the Maintenance Craft: It upgraded Level 6 MPE Mechanics to Level 7, and upgraded Level 8 Electronic Technicians to Level 9.
The agreement also included protection against job reversions; protected retreat rights; and provided that upgraded employees would retain their current bid assignments. In addition, the agreement eliminated a number of obsolete job descriptions that had no incumbents in the positions. It eliminated, through attrition, a number of position descriptions that had a small number of incumbents and replaced them with more commonly used position descriptions.
On Dec.2, 1993, the parties created a Questions and Answers [PDF] guideline, which clarified the intent and application of the agreement.
Additional agreements were reached for positions in the Maintenance Support area. Under the terms of an Oct. 18, 1993, agreement [PDF], employees holding the position of Maintenance Control Technician were placed into Level 6 Maintenance Support Clerk positions. On May 17, 1995 [PDF], employees holding the positions of Maintenance Control and Stock Clerk, Maintenance Control Clerk, Office Clerk, Custodial Clerk, and Tool and Parts Clerk were placed in the new Level 5 Maintenance Operations Support Clerk positions.
Shortly after finalizing the agreement covering Maintenance Support positions, the parties created a Questions and Answers [PDF] guideline, which clarified the intent and application of the agreement.
