Article 38 of the
Collective Bargaining Agreement
Article 38 of the Collective Bargaining Agreement identifies the rights and benefits that pertain to Maintenance Craft employees.
The union and management have negotiated a series of Questions and Answers, which clarify the intent of the contract. These Q & A agreements can be a valuable tool in reducing grievances and disputes at the local level.
During the 1994 contract negotiations, APWU Maintenance Craft officers and USPS management reached agreement on 20 Questions and Answers affecting the craft. Likewise, during the 1998 negotiations the parties reached agreement on 19 Questions and Answers. During the 2000 negotiations, however, the Postal Service declined to make any of the modifications to Article 38 requested by the APWU, and refused to agree to any clarifying Questions and Answers. The improvements to Article 38 in 2000 were the result of the union's success in arbitration.

The Maintenance Craft is a diverse and complex division of the APWU. In addition to the four national officers who work at the union’s headquarters in Washington, DC, representation is provided by nine Maintenance National Business Agents (NBAs) and three all-craft NBAs.
