Testing Issues Settled

A series of letters between the APWU and USPS in December 2005 and January 2006 settled several issues involving which exams MVS employees must take to qualify for positions that were upgraded in 2001. The disputes arose when the Postal Service issued new qualification standards for the upgraded positions.

Lead Mechanic Upgrades

A Memorandum of Understanding [PDF] dated Jan. 9, 2001, between the APWU and the USPS resulted in upgrades for more than 70 percent of MVS mechanics, including all Lead Mechanics, effective March 24, 2001.

Jointly developed by the APWU and the USPS, the Q & A guide may assist union representatives in the field pursue upgrades of remaining Level 6 mechanics.

Level 8s Perform PMIs

A memo [PDF] from USPS headquarters to managers in the field dated Dec. 12, 2001, confirms that Level 8 employees will perform Preventive Maintenance Inspections. The memo also provides background on the upgrades.

No Limit on Level 7s

An e-mail [PDF] from USPS headquarters dated July 17, 2002, indicates that each district can determine the number of Level 7 Mechanics it needs, as long as it has a minimum of 70 percent.
