Question:
I am a PTF in a 200 man-year office. A Function 4 audit is planned for the office very soon. What if they decide to excess the PTFs from my office? Would I not be converted to regular if I am reassigned to somewhere else as a PTF? The way I understand it, the PTF title will still exist in large offices until December, and, as such, it would make sense for the Postal Service to try to reassign all PTFs before then. I would hope, however, that I would be excessed as a full-time regular, since I was on the rolls in the large office as of the effective date of the new contract.

I am pleased to respond to your question regarding the application of the new contract to your personal situation, but I must begin by thanking you for joining the union. I hope that you become an activist and add your voice to those of your co-workers in the pursuit of our goals.
The new contract provides that all PTFs in offices with 200 or more work years will be converted to full time by Dec. 1, 2007. Congratulations!
Management cannot excess you prior to that date in order to avoid conversion.
Article 12 governs the steps management must take when there are employees who are excess to the needs of an installation, and it identifies the order in which employees will be reassigned.
When you are converted to full time you will be among the junior full-time employees in your installation. If management elects to reduce the number of employees, the most junior employees will be exposed. If you are identified as an employee to be excessed, you will have the option of remaining in your installation as a part-time regular, but you will retain retreat rights to return to a full-time vacancy. If you are reassigned to another installation, you will retain retreat rights to your former installation.
In summary, you will be converted to full time; full-time employees may be excessed, but selection is by juniority. If you are identified as excess and the installation to which you would be assigned is unacceptable, you may elect to remain in your installation as a part-time regular until you retreat to a full-time vacancy.
