Question:

I have heard that PTFs in Associate Offices will be given the opportunity to transfer to larger offices to become regular before those offices can hire more people. What do you know about this? Will the 18-month rule still be in effect for those who wish to transfer?

President Burrus:

The Memorandum of Understanding regarding PTF transfer opportunities can be found on page 167 of the tentative version of the agreement. It explains that PTFs from offices of less than 100 career Clerk Craft employees will be given the opportunity to transfer to offices of more than 100 Clerk Craft employees prior to hiring.

The 18-month rule will apply.
