Early Out Payment
Scheduled for Oct. 29, 2010
(10/19/10) Former postal employees who retired or separated from
the Postal Service in 2009 as part of the negotiated Early Out Incentive
agreement are entitled to receive an additional $5,000, tentatively
scheduled for Oct. 29, 2010. Those who participated in the retirement
incentive program received $10,000 as part of the agreement in 2009.
The final $5,000 payment is scheduled to coincide with the Pay Period

(10/26/09) Approximately 19,000 USPS employees in APWU-represented
crafts will retire or separate from the Postal Service before Dec.
1 and receive a $15,000 incentive under an agreement negotiated by

Leads to One-Time Exception on Casual Cap
(10/20/09) In accordance with the agreement to provide a $15,000 incentive to
employees who retire or separate, the APWU and the USPS have reached a settlement
regarding the use of casuals in excess of the limitations outlined in Article
7 of the Collective Bargaining Agreement. The settlement stipulates that number
of casuals may not exceed the total number of employees who retire or separate. [read

Opportunities Still Available
(09/24/09) On the eve of the Sept. 25 deadline for those who
wish to retire or separate in order to receive the $15,000 incentive
negotiated by the APWU, approximately 22,000 postal workers have
opted in or expressed interest. The Aug. 24 agreement limited the
number of employees who could accept the offer to 30,000. [read

Incentive Would Offset OWCP Compensation
(09/24/09) Postal employees on temporary total disability who
are interested in applying for the $15,000 incentive should be aware
of an opinion issued by the Office of Workers Compensation on Sept.
24: According to the agency, the incentive would be offset by reduced
payment of compensation under the Federal Employees’ Compensation

Addresses Concerns
About Incentive Offer
(09/22/09) In an Update for union members, APWU President
William Burrus answers questions posed by members who are concerned
that they may be excluded from the $15,000 retirement/separation incentive
because the number of recipients is limited to 30,000.“This concern
is especially troubling for employees applying for Voluntary Early
Retirement (VER), because the right to revoke applications will expire
on Sept. 25, before employees know whether they will receive the incentive,” he

Management Reach Settlement
On Individual Retirement Counseling
(09/22/09) The APWU and Postal Service reached a settlement on
Sept. 21 reaffirming management’s responsibility to provide
individual retirement counseling to APWU-represented employees. In
2007, the Postal Service centralized its retirement counseling process,
with specialists at the Human Resources Shared Services Center (HRSSC)
providing counseling, primarily by phone. Management said the change
was made so that postal employees across the country would receive

explanations of the Aug. 24, 2009, Memorandum of Understanding offering
incentives to USPS employees who retire or separate in the coming months.

Of Retirement, Separation Limited
(09/04/09) The USPS and APWU have agreed that employees who as
of Aug. 24 had a scheduled retirement date of Sept. 30 or earlier will
be permitted to retire or separate on the date they selected, and will
be eligible to receive the $15,000 incentive negotiated by the union
and management. All other employees not identified above who elect
to retire or separate in order to receive the incentive will be assigned
a retirement or separation date of Oct. 31 or Nov. 30. [read

(09/04/09) The APWU and USPS have reached agreement on the answers
to a series of questions regarding the incentive program for employees
who retire or separate in the coming months. In the weeks since
the union and management signed the Memorandum of Understanding establishing
the incentive program, the USPS Shared Services Department, which
is the employees’ point of contact for inquiries on personnel
matters, had provided employees with numerous responses that were

Negotiates Monetary Incentive
For Retirements, Separations
Moratorium on Excessing Through Oct.
9
(08/25/09) APWU-represented employees who retire or separate on or
before Nov. 30, 2009, will receive a monetary incentive of $15,000,
in accordance with an agreement negotiated by the union. The incentive
will be paid in two installments to eligible employees.
“This agreement achieves a long-standing objective of the APWU,” said union President William Burrus. The incentive will be offered to eligible career full-time employees who terminate their service through regular retirement, Voluntary Early Retirement, or voluntary separation.
