Representation

Having a Voice

In accordance with the APWU Constitution and Bylaws, each local and area local is entitled to representation at the convention based on one delegate – and one vote – for each 25members or fraction thereof. Each local is entitled to at least one vote.

Each state organization is entitled to one delegate and vote for each 25 members or fraction thereof of the unrepresented members. Each regional organization that is organized in place of a state organization and where no state organization exists is entitled to one vote for each 25 members or fraction thereof of the unrepresented members.

Representation is based on the average amount of per capita tax paid by each local eachmonth during the preceding fiscal year, which ended Dec. 31, 2007. However, any local whose charter has been in existence for less than one year is entitled to representation at the 2008 convention.

Other rules per the APWU Constitution and Bylaws:

  • Upon presentation of proper credentials, alternate delegates may be seated in place of regular delegates who will be absent. Alternate delegates may not be seated during the temporary absences of regular delegates.

  • Convention credentials must be signed by the local president and/or the secretary, secretary-treasurer, or treasurer.

  • Each national officer holding an elective office shall serve as a delegate with the right to speak and one vote.

  • The convention can, at its pleasure, authorize Members-at- Large (MALs) to vote, provided not more than three attend the convention. If more than three attend, the chairman of the Credentials Committee, with the consent of the convention, shall apportion one vote to every three MALs.

  • No local, state or regional organization shall be represented by proxy.

  • Five elected Retirees Department delegates, one from each region, shall be seated at the National Convention.

Local, state, and regional organizations are reminded that they must adhere to the requirements of applicable federal laws when electing delegates.
