USPS to Offer Early Retirement to Katrina-Impacted Employees

The APWU has been notified that the USPS has received authorization to offer Voluntary Early Retirement to all career employees in the Louisiana and Mississippi Districts. The authority to offer “early-outs,” granted by the Office of Personnel Management (OPM), runs from Nov. 2, 2005, to Dec. 31, 2006.
According to the notice to the APWU, which was received Dec. 14, Voluntary Early Retirement (VER) will be offered to all career employees in the Louisiana District, with the maximum number of VERs “to be determined.” In the Mississippi District, all career employees in zip code area 395 will be offered early-outs, with the maximum number of VERs to be determined.
“The Postal Service has failed to negotiate with the APWU over the terms of early-outs – except those that were part of extensions of the Collective Bargaining Agreement,” said APWU President William Burrus. “The union has protested management’s refusal to bargain over this important matter.”
