There were two issues in this National Level Arbitration. First, whether the Employer violated the labor agreement by the manner in which the Grievant was excessed and assigned to a lower level position; and second, whether the Employer violated the labor agreement in failing to grant Grievant certain retreat rights under Article 12 of the National Agreement.
