This National Level Pre-Arbitration Settlement Agreement involves the charge to postal employees for lost or unreturned identification cards. The parties agreed to resolve this issue prior to arbitration based on the following:
"The proposed 1987 revision to the Administrative Support Manual, Section 273.272, changing the cost charged employees for lost or unreturned identifications from $1 to $5 was not published. The current charge as outlined in the most recent rewrite of the Administrative Support Manual (Issue 6, July 1989) of $1 is the amount currently charged employees. Based on the foregoing, it is agreed by the parties that the union will concurrently withdraw the arbitration appeal in this matter. If the Postal Service revises these provisions at a later date, the Union will be notified in the customary fashion."
