The question in this grievance is whether management violated the National Agreement by assigning all handlers to duties involving the handling of express mail.  It was mutually agreed to full settlement of this case as follows:
1. Opening and dumping is mail handler work.
2. Dispatching and logging is clerk work.
3. Distribution and recording activities are to be assigned to clerks on the basis of attrition in accordance with RI 399.
4. The parties will look to operations 050/055 and 180/189 for task assignment guidance.
