We mutually agreed that there was no interpretive dispute between the parties at the national level as to the meaning and intent of Article 17 of the National Agreement as it relates to the payment to stewards and grievants for grievance handling. Article 17, Section 4, of the National Agreement stipulates in part that payment to stewards and employees involved in grievance handling "will be granted at the applicable straight time rate, providing the time spent is part of the employee's or steward's regular work day." This file provides no documentation that management required the steward and grievant to meet on their own time or that the grievant's rights under the grievance procedures were unreasonably delayed or compromised due to a management action. This dispute can best be processed at the lower levels. Accordingly, as further agreed, this case is hereby remanded to step 3 for further processing by the parties at that level.
