The question in this grievance is whether management violated Article 19 of the National Agreement when a complainant was denied travel time to attend an EEO hearing. During our discussion, we agreed to resolve this issue based on our understanding that complainants, if in an active duty status, are entitled to official travel time to attend their EEO hearings provided the travel is not outside the building where the complainants are employed.
