The question raised in this grievance involved whether the grievant is an authorized union steward at the Holyoke office. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at Step 4 relative to the procedure set forth in Article 17.2 for appointing union stewards. Whether this procedure is correctly followed at a given office can only be determined by reviewing the fact circumstances involved. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing, if necessary.
