The question in this grievance is whether management violated Article 17 of the National Agreement by refusing to provide requested information to a local Step 2 steward, in regard to a grievance that had already been appealed to Step 3. After further review of this matter, we mutually agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. However, we mutually agreed that it is the intent of the grievance-arbitration procedure to settle disputes at the lowest possible level.
