The issue in this grievance is whether the union steward was improperly denied time to prepare additional information for a step 3 grievance file. In this case, the union steward's request was made after the grievance had been appealed to step 3. After further reviewing this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 17 of the National Agreement. Whether the grievant was properly denied time to prepare additional information for a grievance file already appealed to step 3 can only be determined by evaluating the specific fact circumstances. Accordingly, we agreed to remand this case to the parties at Step 3 for further consideration by the parties and for application of Article 17.4.
