The question in this grievance involves whether an excess Supervisor was improperly placed in a full-time regular clerk position. After further review of this matter, we mutually agreed that no National interpretive issue is fairly presented in the particulars evidenced in this case. There is no dispute between the parties at the National level relative to the meaning and intent of Article XII and it pertains to the question raised in this grievance. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further· processing if necessary.
