The question in this grievance is whether or not management violates Article 12 of the 1981 National Agreement when mail for various zones was transferred from the Washington, D.C., Post Office to Prince George's MSC, and the employees who were assigned to those letter secondaries were not given the opportunity to transfer along with the mail. We mutually agreed to resolve this grievance based upon our understanding that, from the evidence presented in the file, the movement of the mail did not result in excessing of personnel. All employees affected were given an opportunity to retain jobs in the Washington, D.C., Post Office. If and when excessing of employees occurs, it shall be handled in accord with the provisions of Article 12 of the 1981 National Agreement.
