The question raised in this grievance involved whether OCR and BCR operators should be granted an additional break when overtime is required. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. This is a local dispute over the application of section 432.34 of the Employee and Labor Relations Manual and is an issue suitable for regional determination based on the specific individual circumstances of the case.
