The question raised in this grievance is whether or not supervisors at the St. Louis Post Office are violating safety rules and regulations. During our discussion, we agreed that the issue raised in this grievance is not appropriate for resolution under the grievance-arbitration procedure, since non-bargaining employees are not covered by the National Agreement. We also agreed that safety rules and regulations must be followed by all employees. For example, a supervisor who, if circumstances dictated, had to operate an LSM machine, would be expected to follow the safety dress code for LSM operators. While performing purely supervisory duties, he/she would be expected to follow the dress code appropriate to the duties involved. Based on the foregoing, we mutually agreed to consider the matter closed.
