The issue in this grievance is whether management is required to provide a "certified interpreter" for hearing impaired employees at safety talks. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. The parties will be guided by the Memorandum of Understanding between the U.S.P.S. and Joint Bargaining Committee and POH, P-11, "Reasonable Accommodation for the Hearing Impaired." Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
