We failed to find an interpretive issue in this grievance. In accordance with Article 15, Section 4, 1981 National Agreement, employees whose attendance as witnesses (not advocates) is required at hearings during their regular working hours shall be on employer time when appearing at the hearing, provided the time spent as a witness is part of the employee's regular working hours. Accordingly, this grievance is remanded for appropriate application of the above by the parties at Step 3.
