This Step 4 Settlement Agreement addresses Article 1, Section 6 of the National Agreement. In a full and final settlement of the instant matter the U.S. Postal Service acknowledged its obligations under Article 1, Section 6.A of the National Agreement; its obligations to comply with the Domestic Mail Manual, and the Postal Operations Manual with respect to stamp shows, exhibitions, dedications, state fairs, conventions, parades or at other locations of activities of significant public or philatelic interest within the MSC as it relates to Article 1, Section 6.
