The issue in this grievance is whether Article 1, Section 6, was violated when the Data Collection Office performed ODIS and RPW tests. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. The Standard Position Description of the Data Collection Office is clear in outlining duties and responsibilities. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
