The issue in this grievance is entitlement to pay for travel within a 50-mile radius. After reviewing this matter, we mutually agreed that the issue of what is a local commuting area is a noninterpretive issue and must be determined in each case based on the particular facts involved, including both whether the travel involved is within a distance of fifty miles and whether it is within the suburban area immediately surrounding the employee's duty station. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
