The issue in this grievance is whether the seniority list for level 4 Mail Processors is being properly maintained. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. We agreed that the question raised can be resolved by applying the following: Part-time flexible Mail Processors will be maintained on their own roll for conversion purposes. Full-time Mail Processors will be listed on a merged seniority list with all other full-time PS-4 Clerks and are eligible to bid on any posted PS-4 Clerk position. To be a successful bidder, however, they must meet the qualifications for the position, i.e., they must be currently qualified on the appropriate examination(s). Accordingly, we agreed to remand this case to the parties at Step 3 for further processing including arbitration, if necessary.
