This Step 4 Settlement Agreement addresses whether or not management violated Article 37, Section 3.F.11 of the National Agreement by placing Part-Time Flexible Letter Sorting Machine Operators in rotation with full-time employees. Notwithstanding the their respective positions, the parties at Step 4 agreed, as did the official at Step 2, that it was not the intention of management that part-time flexible keyers be used to the detriment of the full-time keyers.
