The issue in this grievance is whether management has the authority to require a bidder or bidders for a senior qualified position to submit written qualification descriptions, beyond the information required on PS form 1717 prior to the close of the bidding cycle. After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case. The parties further agree that on remand, Section 174 of EL 303, Use of Qualification Standards in filling Vacancies, and National Arbitration Case H4C-1M-C 4025 should be controlling in resolving this issue. Accordingly, we agreed to remand this case to the parties at Step 3 for further processing, including arbitration if necessary.
