The parties agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Articles 19 and 37 of the National Agreement. The parties determined that this was a factual dispute over the application of both the qualification standard for the position of Window Services Technician and Section 525 of the P-11 Personnel Operations Handbook to the specific bidding cycle in this case. Accordingly, they agreed to remand this case to Step 3 for further consideration by the parties, and that the parties were to determine if the grievant performed duties while a General Clerk, that were the same as Window Clerk duties which satisfied the experience requirements of Qualification Standard 2320a.
