This Step 4 Settlement Agreement addressess whether the Relief and Pool Assignment procedures, as set forth in the Memorandum of Understanding between the U.S. Postal Service and the American Postal Workers Union dated March 3, 1975, are applicable to the Maintenance Craft. The parties ultimately agreed that the Relief and Pool Assignment MOU does not apply to the Maintenance Craft. It was also agreed that within sixty (60) days after issuance of this decision, all existing Maintenance Craft positions which had been established as relief and pool assignments were to be reverted, and where work coverage was required, relief work assignments would be posted for bid to match the schedule(s) of the assignment(s) of the employee(s) relieved.
