This Step 4 Settlement Agreement involved the grievant's being downgraded from MPE Level 6 to Custodian as a result of failing to pass a training course at OPTO. During the discussion, the parties mutually agreed that the action to downgrade the grievant was not improper. They also agreed that in view of all the circumstances involved in this case, the grievant was to be given the next training billet for the course in question.
