This Step 4 Settlement Agreement addresses whether adequate custodial coverage was provided at the Mid Missouri GMF from July 18-22, 1983. After further review of this matter, it was mutually agreed that the issue requires application of the provisions of Section 2 of Handbook MS-47 to the fact circumstances rather than an interpretation. Accordingly, the parties further agreed to remand this case to the parties at Step 3 for further processing if necessary.
