The record in this case indicated that seven (7) employees were promoted to ET-10 positions on January 31, 1976. Local officials assigned a tour and a basic work week to each employee on a best qualified basis. During the Step 4 discussion, it was their view that since all seven (7) employees were promoted on the same day, the seven vacant duty assignments should have been awarded based upon Article 38, Section 2.B.3. In other words, the newly promoted ET-10 employees should have been assigned a tour and a basic work week on the basis of seniority. Local officials were notified to take whatever action was necessary to ensure that the referenced duty assignments were filled by the seven (7) incumbents on the basis of seniority.
