This Step 4 Settlement Agreement addresses whether local management's requirement for maintenance craft employees to wear hard hats violated the National Agreement. After reviewing this matter, the parties mutually agreed that this is a local dispute suitable for regional determination by application of the September 9, 1980 letter from Michael J. Harrison regarding the use of bump hats to the fact circumstances. Accordingly, the parties agreed to remand this case to the parties at Step 3 for further processing including arbitration if necessary.
