The question raised in this grievance involved the assignment of mail handlers to operation 200. After further review of this matter, we mutually agreed that no national interpretive issue is fairly presented in the particulars evidenced in this case. We agreed that the question raised can be answered by applying the provisions of Regional Instruction No. 399 to the fact circumstances involved. Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing and arbitration if necessary.
