The issue in this grievance is whether management properly assigned the disputed duties to mail handler craft employees on the date in question. After further review of this matter, we agreed that there was no national interpretive issue fairly presented as to the meaning and intent of Article 7 of the National Agreement. This is a local dispute over the application of ROI 399 (Mail Processing Work Assignment Guidelines). In determining the appropriate craft to perform these duties, the parties at the regional level should consider whether the disputed duties are an integral part of distribution on the 074 operation. Accordingly, we agreed to remand this case to Step 3 for further consideration by the parties.
