The question raised in this grievance involved whether management properly assigned duties in operation 180 to the mail handler craft at the St. Petersburg office.  After further review of this matter, we agreed that no national interpretive issue is fairly presented as to the meaning and intent of RI 399 of the National Agreement.  This case is remanded to determine whether the duties in operation 180 were properly assigned to the mail handler craft.  In resolving this issue the parties are to be guided by the provisions of the Step 1 settlement.  Accordingly, as we further agreed, this case is hereby remanded to the parties at Step 3 for further processing if necessary.
