The issue in this grievance is whether the duties of weighing and recording incoming mail, working presort mail, sweeping cases, and spreading mail to carrier cases are properly assigned to mail handlers.  After reviewing this matter, we mutually agreed that no national interpretive issue is fairly presented in this case.  We further agreed that RI 399 applies to all postal installations, regardless of size, which perform mail processing.  Accordingly, we agreed to remand this case to the parties at Step 3 for further processing and possible application of the F-2 Handbook and RI 399, including arbitration if necessary.
