This Step 4 Settlement Agreement is where the parties that there was no interpretive dispute between the parties at the national level as to the meaning and intent of the 1981 national agreement, as it concerns the wearing of identification badges by letter carriers. There were several types of identification badges authorized for use in the Postal Service. In those offices where Form 4098, Employee Identification, was in use, it was to be displayed at all times while on duty inside the facility. Letter carriers, while on duty away from the facility, should carry Form 4098 in their wallet, pocket, or purse, and display when identification is needed, in accordance with Part 273.223 of the ASM.
