This Step 4 Settlement Agreement addresses whether a local attendance control policy was in violation of the National Agreement. After further review of this matter, it was mutually agreed that any local attendance control policy must conform to the provisions of subchapter 510 of the Employee and Labor Relations Manual (ELM). Whether or not the local policy was in accordance with these ELM provisions was a local dispute and was suitable for regional determination.
