The question in this grievance is whether or not management violates Article 17 of the 1981 National Agreement by not compensating an employee for expenses incurred attending an MSPB hearing as an appellant's representative. It is our position that no national interpretive issue involving the terms and conditions of the 1981 National Agreement is fairly presented in this case. Inasmuch as the union declined mutual agreement in this regard, however, the following represents the decision of the Postal Service on the particular fact circumstances involved. Based upon our review of information contained in this file, we do not believe that provisions of the 1981 National Agreement have been violated as contended in this case.
