Based on a review of Public Law 91-563 it has been determined that a full-time employee should be granted court leave when he appears as a witness in behalf of any State or Municipal government, as well as when he appears as a witness for the Federal Government. In view of this, the grievance is sustained and the Postmaster should take the necessary action to grant the grievant court leave for May 1, 1973.
