The question in this grievance is whether or not management violated the 1981 National Agreement by involuntarily excessing a number of employees out of the clerk craft in this installation; yet, returning them to their former positions in a very short period. The union contends that this demonstrates that the excessing procedure was improper in the first place. They request out-of-schedule pay for the period the employees were excessed. The record in this case is as follows:
1. The union was notified of the excessing by letter dated October 12, 1979.
2. The excessing was actually accomplished on December 29, 1979 and January 12, 1980.
3. No grievance was filed on the notice or the excessing actions.
