The issue in this grievance is whether management violated the National Agreement by assigning a supervisor to a full-time position in the clerk craft. The union contends that an employee can only be converted to full-time in order on the PTF roster; therefore the employee should have been reassigned as a PTF. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in this case. However, inasmuch as the union did not agree, the following represents the decision of the Postal Service on the particular fact circumstances involved. Under the circumstances of this case, the supervisor was reassigned to a full-time craft position with no seniority in a new installation. Finding no contractual violation, this grievance is denied.
