The question raised in this grievance is whether or not management violated provisions of the National Agreement in connection with the elimination of Non-Inspection Service firearms and the Firearms Program. Specifically the Union contended that the action taken in this instance violated the safety and health provisions set forth in Article XIV of the National Agreement. Information in the file discloses that the program with which this grievance is concerned was eliminated in accordance with instructions issued in Postal Bulletin No. 21251, dated June 26, 1980. Moreover, we do not believe that elimination of the program is, in and of itself, a violation of the provisions of Article XIV of the National Agreement as has been contended. Accordingly, as we find no violation of the National Agreement, this grievance is denied.
