The question in these grievances is whether management violated Article 19 of the National Agreement by requiring current employees to complete Forms 2485 when renewing Forms SF-46. It is our position that no national interpretive issue involving the terms and conditions of the National Agreement is fairly presented in these cases. Inasmuch as the union declined mutual agreement in this regard, however, the following represents the decision of the Postal Service on the particular fact circumstances involved. In reviewing the information provided, we find no contractual violation. According to local management, the medical officer determined that it was necessary for the employees involved to complete Forms 2485. That kind of determination is one properly assigned to medical personnel as indicated in Postal Bulletin No. 21341, dated March 4, 1982. Having found no contractual violation, the grievances are denied.
