This USPS Step 4 Denial outlines Management's position on whether changes in the bulk mail verification procedures violated the National Agreement by adversely affecting the grievant. The change involved discontinued bulk mail verifications for mailings of less than 5000 pieces. The Postal Service determined thata review of the grievance file disclosed no contractual violations. According to management Instruction No. DM 120-84-1, exceptions to the verification procedures could be made at the regional level, as was done in this case. They further concluded that no information was presented to show that the grievant was adversely affected by changes. Having found no contractual violation, the grievance was denied. Delete page 2.
