The question in this grievance is whether notice of a temporary change was posted in a timely manner for employees who work from 6:00 a.m. to 2:30 p.m. in PL 271. According to the grievance file, the notice was posted at approximately 6:05 p.m. on the Wednesday preceding the change. The union contends that temporary schedule changes should be posted prior to the end of the tour of the employees who are involved in the change. It is the position of the Postal Service that a contractual violation did not occur in this case. In our view, local management met the requirements of ELM 434.6. As we find no contractual violation, the grievance is denied. This document contains two Article 19 related issues; a Maintenance Craft USPS Position Letter on page 1 and a Clerk Craft Step 4 Settlement Agreement on page 2.
