The question in this grievance is whether management violated Article 7 of the National Agreement by allowing carriers to withdraw mail from distribution cases.  The union contends that this work belongs to the clerk craft.  Our review of pertinent regulations including the national agreement together with the information provided in the case file did not support a finding that a contractual violation occurred. Accordingly, we find no violation of the national agreement and the grievance is denied.
